With the Government’s preferential policies, solar power has had an explosive development in 2019 and 2020, contributing to supplementing an important power source, ensuring electricity supply for the national power system. However, due to its uncertain nature and rapid development in a short time, solar power has caused certain difficulties in the operation of the power system.

The proportion of solar power in the source structure: Vietnam surpasses Germany

In recent years, benefitting from incentive policies (Decision No. 11/2017/QD-TTg dated April 11, 2017 and Decision No. 13/2020/QD-TTg dated April 6, 2020 of the Prime Minister) government), solar power has had a strong development in Vietnam. By the end of 2020, the total installed capacity of solar power nationwide has reached about 19,400 MWp (equivalent to 16,500 MW), accounting for about 25% of the total installed capacity of the national power system.

According to Mr. Ha Dang Son – Director of the Center for Energy Research and Green Growth, Vietnam has surpassed Germany in the proportion of solar power in the source capacity structure (16,500/60,000MW compared to 51,500/211,000MW) and is the leader in the ASEAN region in terms of total renewable electricity capacity (wind and solar). In particular, 2020 has witnessed a breakthrough in Vietnam’s rooftop solar power. By the end of December 31, 2020, more than 100,000 rooftop solar power projects have been connected to the power system with a total installed capacity of nearly 9,300 MWp.

Challenges in power system operation

Currently, the total capacity of solar power accounts for about 25% of the installed power capacity of the whole system. However, with the natural feature of solar power that depends on the sunny time of the day (when the sun is strong, it generates a lot of electricity and when the sun is out, it does not generate electricity), the operation of the power system faces many difficulties access. In addition, the load growth was lower than expected due to the impact of the COVID-19 pandemic; The large difference between peak and off-peak loads during the day also causes many difficulties for the dispatching of the power system.

Specifically, due to the characteristics of Vietnam’s weather, from September to the end of the year, it tends to get colder, so the load of the national power system changes to a typical pattern of the cold season. With a total capacity of 16,500MW, solar power is equivalent to about 40% of the national load at noon peak. The National Load Dispatch Center (A0) said that there was a time when excess capacity occurred during the noon off-peak hour from 10 am to 14 pm (especially on weekends and public holidays) due to this time. The load is low; however, solar radiation is best during the day. Meanwhile, in the evening peak hour (about 17:30-18:30) is the time when the demand for electricity is highest during the day, the ability to meet tens of thousands of MW of solar power is almost no longer available. Therefore, in order to ensure power supply, the power system always needs to keep ready a number of traditional generating sets.

To ensure security and safety in the operation of the power system, the National Load Dispatch Center cannot mobilize the entire available capacity of the power source, including renewable energy sources such as electricity wind, solar power at low load hours (noon, weekends or holidays).
